At this time, e-filing is only available to attorneys licensed in Utah. Attorneys wishing to e-file must register for an e-filing account with an E-Filing Service Provider (i.e. Green Filing) that has been certified by the Utah Administrative Office of the Courts.
Self represented (pro per / pro se) litigants are not currently allowed to participate in e-filing. As additional case types (currently only Civil) are added and made available for e-filing, it is anticipated that self-represented litigants will be able to e-file as well.
